منظمة هيومن رايتس ووتش تطالب المانيا بمواجهة بن زايد بجرائم الانتهاكات

دعت منظمة حقوق الإنسان (هيومن رايتس ووتش) القادة الألمان إلى إثارة الاتهامات الموجهة للإمارات بدعم مليشيا الدعم السريع بصورة علنية، خلال زيارة الرئيس الإماراتي محمد بن زايد آل نهيان إلى برلين، المقررة في 10 سبتمبر الجاري، وعدم السماح للمصالح الاقتصادية والأمنية بتهميش قضايا حقوق الإنسان.
وقالت المنظمة، في بيان أصدرته اليوم، إن على المستشار الألماني فريدريش ميرتس والرئيس فرانك فالتر شتاينماير وكبار المسؤولين مساءلة الجانب الإماراتي بشأن دوره المزعوم في الانتهاكات المرتكبة خلال الحرب في السودان، إلى جانب ملف حقوق الإنسان داخل الإمارات.
واستندت المنظمة إلى تقرير بعثة الأمم المتحدة لتقصي الحقائق الصادر في الأول من سبتمبر، الذي قالت إنه وثّق شبكات مرتبطة بالإمارات شاركت في تجنيد متعاقدين عسكريين أجانب وتمويلهم ونقلهم، وتقديم دعم ذي طبيعة عسكرية استفادت منه مليشيا الدعم السريع. وتنفي الإمارات هذه الاتهامات.
وأشارت هيومن رايتس ووتش إلى نتائج تحقيقاتها المنشورة في مايو 2026، التي أفادت بأن شركة «غلوبال سيكيوريتي سيرفيسز غروب»، ومقرها أبوظبي، جنّدت مئات المتعاقدين العسكريين الكولومبيين للقتال إلى جانب المليشيا في السودان. وأضافت أن متعاقدين كانوا موجودين في الفاشر عندما سيطرت عليها قوات الدعم السريع في أكتوبر 2025، وسط فظائع واسعة النطاق.
وطالبت المنظمة ألمانيا ودول الاتحاد الأوروبي بالتحقيق في أنشطة الشركة ورئيسها التنفيذي محمد حمدان الزعابي، والنظر في فرض عقوبات محددة عليهما، إلى جانب فرض حظر أوروبي على توريد الأسلحة إلى الإمارات على خلفية اتهامات بمساندتها للدعم السريع.
كما انتقدت المنظمة قمع المعارضة وسجن المنتقدين في الإمارات، ومن بينهم المدافع الحقوقي أحمد منصور، مؤكدة ضرورة طرح هذه القضايا خلال المحادثات الألمانية الإماراتية.

Human Rights Watch called on German leaders to publicly raise accusations against the UAE of supporting the Rapid Support Militia, during the visit of Emirati President Mohammed bin Zayed Al Nahyan to Berlin, scheduled for September 10, and not to allow economic and security interests to marginalize human rights issues.
The organization said, in a statement issued today, that German Chancellor Friedrich Merz, President Frank-Walter Steinmeier, and senior officials must hold the Emirati side accountable regarding its alleged role in the violations committed during the war in Sudan, in addition to the human rights file within the Emirates.
The organization relied on the report of the United Nations Fact-Finding Mission issued on September 1, which it said documented networks linked to the Emirates that participated in recruiting, financing, and transferring foreign military contractors, and providing support of a military nature that benefited the Rapid Support Militia. The UAE denies these accusations.
Human Rights Watch referred to the results of its investigations published in May 2026, which reported that the Abu Dhabi-based company, Global Security Services Group, had recruited hundreds of Colombian military contractors to fight alongside the militia in Sudan. She added that contractors were present in El Fasher when the Rapid Support Forces took control of it in October 2025, amid widespread atrocities.
The organization called on Germany and the European Union countries to investigate the activities of the company and its CEO, Mohammed Hamdan Al Zaabi, and to consider imposing specific sanctions on them, in addition to imposing a European ban on the supply of weapons to the UAE against the backdrop of accusations of its support for Rapid Support.
The organization also criticized the suppression of the opposition and the imprisonment of critics in the Emirates, including human rights defender Ahmed Mansour, stressing the need to raise these issues during the German-Emirati talks.
